Only KBN World HQ. The levels are National ×1.0, International Open ×1.5, Continental Championship ×2.0, KBN World Cup ×2.5 and World Championship ×3.0. You can propose a level, but the event's real field and standard decide.

No. Event levels are set on sporting and integrity criteria only. Any sanctioning fee relates to administrative work and never sets, raises or protects a level, a multiplier or anyone's points.

Yes. KBN World HQ can set a lower multiplier or reject an event (×0) if it did not meet standards. Overrides can only lower, every change is audited and rankings recalculate immediately. Multiplier overrides.

Only events with a KBN level count. An unknown event named by an applicant is created without a level, and its bouts score 0 and cannot be approved until KBN World HQ assigns one, or decides not to recognise it.
